When input VAT gets disallowed on a UAE VAT return, the cause is rarely anything dramatic. It is almost always documentation. The expense was real, the payment was made, and the invoice did not meet the requirements, so the recovery fails.
Why this matters more than it sounds
Every dirham of input VAT you cannot support is a dirham of cost. On a business with meaningful purchase volume, a systematic invoice problem across a year is not a rounding issue. And because the same invoices support your Corporate Tax deduction, weak documentation tends to cause the same problem twice.
What a full tax invoice needs to show
- The words tax invoice, clearly displayed
- Name, address and the 15 character Tax Registration Number of the supplier
- Name and address of the recipient, and their TRN where they are registered
- A sequential invoice number and the date of issue
- The date of supply, where it differs from the issue date
- Description of the goods or services supplied
- Unit price, quantity, rate of tax and amount payable in AED
- The amount of VAT charged, in AED
- The discount, if any, applied before tax
Where an amount has been converted from another currency, the exchange rate applied should be evident.
The 14 day rule
A tax invoice must be issued within 14 days of the date of supply. Invoices raised long after the event are a compliance problem in their own right, quite apart from whether the fields are correct.
Simplified tax invoices
A shorter form is permitted in limited circumstances, typically retail supplies to unregistered recipients and low-value supplies. Simplified invoices carry fewer fields, but they are not a general substitute. Using them for significant business-to-business purchases is a common source of rejected claims.
Where claims usually fail
- No supplier TRN shown, so the charge cannot be verified
- Your own TRN missing on a business-to-business invoice
- A delivery note, quotation or proforma filed as if it were a tax invoice
- Bank statements or card receipts used as the only evidence
- Entertainment and certain motor vehicle costs claimed where recovery is blocked regardless of documentation
- Invoices addressed to an employee or a related company rather than the registered entity
Controls that prevent it
The fix is procedural, not technical. Check invoices when they arrive rather than at quarter end, because a supplier will reissue a document in week one and will be far less willing in month three. Refuse to post a purchase invoice without a TRN. Keep the document attached to the transaction in your accounting system so the evidence and the entry never separate.
