WPS explained: how UAE salaries must be paid and reported

The Wage Protection System requires salaries to be paid through approved channels and reported to MOHRE in a prescribed file format. Most employers treat it as administration. It is better understood as an operational dependency, because non-compliance does not just generate a fine.

Why it escalates

Late or missing submissions flag automatically at MOHRE. The consequence that hurts is the block on work permit processing: new hires cannot be onboarded and existing visas cannot be renewed. A payroll delay in one month becomes a recruitment problem the next.

What the process involves

  • Employee records registered correctly, with contract details matching MOHRE
  • A salary information file generated each pay period in the required format
  • Transfer executed through an approved bank or exchange house
  • Payment made within the required window after the period ends
  • The file matching the amounts actually transferred

Where it goes wrong

The failures are mundane and repetitive. A new joiner is paid but never added to the file. An IBAN is mistyped, the transfer bounces, and the record shows non-payment. Someone leaves mid-month and the final settlement is handled outside payroll, so the file does not reconcile. An employee is paid partly in cash because of a bank issue, which defeats the purpose of the system entirely.

None of these are complicated. They happen because payroll is run by someone doing three other jobs, in a spreadsheet, under time pressure.
